This difficult project was completed under traffic on a schedule that normally would require two years to finish. The contractors were allowed to work 24 hours per day - 7 days per week to finish prior to freeze-up. Extensive coordination between prime and subcontractors was required to ensure optimum access to businesses and to open critical intersections with a minimum of disruption. In many cases, paving operations began at 1:30 a.m. in order to minimize the impact to the traveling public. Ride quality was met with a minimum of necessary grinding. Special efforts to provide weekly public communication meetings helped ensure a minimum of misunderstandings and a positive relationship with the business community.
