Highway 200 Paving – Hillsboro

This award winning project is more a testament to the tenacity of the City Fathers in the small community of Hillsboro, than to the size or difficulty of the design. It has been apparent for a few years that improvements to Highway 200 through town would be a necessity. So after a series of public input meetings on final designs and material choices, the City; the consultant, Kadrmas Lee and Jackson; and the North Dakota Department of Transportation arrived at the choice of concrete pavements verses asphalt options for the city portion of the project.

From the early stages of the discussion, City Officials became aware of the benefits of concrete pavements over the asphalt options. Having just gone through a costly overlay program throughout the city to keep asphalt streets systems from falling apart, it was readily apparent that concrete would be an economically preferable solution. Plus, the matter of getting the project done right the first time would be the vastly preferable solution for this showcase entrance to the downtown section of the community. The aesthetics of concrete, resistance to deterioration due to truck/trailer parking, and the high truck traffic generated by the American Crystal Sugar processing plant just outside of town, made the determination a clear choice. Even when it was determined that the city would have to subsidize some extra costs for use of concrete, no changes in their determination to purchase concrete pavements was made.
